Public safety in Mexico: a scheme to determine the teleological compliance of the state in 2019

Public security is one of the constant challenges that the Mexican State is obliged to satisfy, imposing the duty to develop relevant strategies to combat violence in the country. However, in the last year the insecurity indexes have increased, causing in the citizenship distrust towards the others and to the institutions for the increase of illicit acts. Therefore, faced with the increase in violence rates, the authorities fail with a function that the constitution imposes on them directly, creating a state of vulnerability where all rights are affected. Therefore, in this article will be studied through the specific analysis of the evolution of security and legal framework, compliance with the role of public safety, which determines the relationship that its compliance has with the creation of conditions for the greater enjoyment of human rights, which will serve as a proposal to improve the exercise of the public safety function.
